Title: NCC 2022 Amendment 2 – What Changed?
Meta Description: Discover what’s new in NCC 2022 Amendment 2. Key updates align with AS 1428.1:2021 for improved access and mobility compliance.
The NCC 2022 Amendment 2, effective from 29 July 2025, introduces targeted but impactful updates across Volumes One, Two, and Three, aligning the National Construction Code with updated accessibility standards. This update is particularly relevant for architects, certifiers, and builders navigating disability access compliance.
Let’s break down the key changes so you can stay compliant and informed.
🔧 Why Amendment 2 Matters
The primary purpose of Amendment 2 is to:
Align the NCC with the Disability (Access to Premises — Buildings) Standards 2010
Update references to the new AS 1428.1:2021 standard
Provide clarity and consistency in accessibility design provisions
This means any new buildings or significant upgrades must follow more current and practical design rules around access and mobility.

🏛️ Volume One – Accessibility Focus
✅ Updated Clause D3D22: Handrails
Now refers to Clause 9 of AS 1428.1:2021, with an exception that clause 9(d) doesn't apply to certain required handrails.
✅ Updated Clause D4D4: Stairs and Ramps
All new:
Ramps must follow Clause 7 of AS 1428.1:2021
Stairs must follow Clause 8
Fire-isolated stairs must comply with Clause 8.1(f) and (g)
This significantly tightens compliance for stairways and ramp access throughout buildings.
🏢 Small Buildings Exemption – Still Available
Accessible ramps or lifts do not need to be installed for upper/lower floors in:
Class 5, 6, 7b, or 8 buildings
≤ 3 storeys and ≤ 200 m² per non-entrance level
This clause remains helpful for small commercial or industrial tenancies.
🚽 Volume Three – Plumbing & Access
The plumbing requirements in Part E1D2 now mandate the use of AS 1428.1:2021 across all relevant building classes.
This ensures alignment across architectural and plumbing design disciplines when creating accessible spaces.
🔗 What is AS 1428.1:2021?
This updated Australian Standard outlines:
Dimensions and clearances for accessible design
Requirements for tactile ground surface indicators
Doorway and corridor minimum widths
Handrail and ramp design
More flexible and logical rules for compliant carpet and flooring transitions
